Officers from the Central or State Governments or Union Territories or Universities or Recognized Research Institutions Public Sector Undertakings Semi or Government or Statutory or Autonomous organizations:

- Holding Analogous posts on regular basis in the parent cadre or department; OR
- With 05 (five) years of service in Level-6 in the pay matrix (Rs.35400- 112400) or equivalent, rendered after appointment thereto on regular basis in the parent cadre or department, AND
B
- Possessing Master’s Degree in Computer Applications or Computer Science or Information Technology from a recognized University or Institute; OR
- B.E./ B.Tech (Computer Engineering or Computer Science or Computer Technology Computer Science and or Engineering or Information Technology from a recognized University or Institute.
